Could be 3 seconds if each chime sounds for 1 second and there is 1 second between the chimes.

The "official" answer is 4 seconds.
"If the clapper striking the bell for the first peal and the second peal is 2 seconds, then it will be a further 2 seconds before it strikes for the third peal."
