This is more a general knowledge question than a puzzle and I'm not sure anyone, without specialist knowledge would get it.
A. They are classified by the number of bars used to display them on the 7 bar digital display used on calculators etc.

Hope that helps - I have to admit I've never thought about how the numbers on the bedside clock were constructed!
