You would need to be careful which type of lavender you use.
I grew some from seed and transplanted them in my herb garden. After they have have flowered I will be moving them to another spot as they are aren't a compact plant and are prostrate,growing along the ground , tatty and definitely no good as a boundary. 
Munstead lavender seems to be more clump forming and vertical growing, but there are loads of different varieries to choose from.
