So dropping off to sleep last night did the puzzle in my head and came up with 13, but I reckon there's an extra one making 14:
The race starts, then there's an emergency at the finish line, i.e. bomb scare so all horses and riders have to go back to the start and never finished, you could also go off into the realms of fantasy even further and have a race where each horse is a no-go/no-show.

If we're all finished with this puzzle - the answer is 13.
Today's puzzle:-
Aunt Tabitha was extremely touchy about her age.
When an impudent nephew was brave enough to ask her she cunningly replied that she was 35 years old, not counting Saturday's or Sundays.
So how old was she.
(Does this remind you of anyone? Can you estimate his age using the same method? )

So she will be 5/7 of her true age
5 x 7 = 35 so her real age is 7 x 7 = 49 years

My brain isn't working right on the horses. I still get 16 different options (dashes indicate ties) 1 can get 5 different ways 3 horses can finish unless I'm missing something and a dead heat.
123, 132, 1-2 3, 1-3 2, 1 2-3.
213, 231, 2-1 3, 2-3 1, 2 3-1
312, 321, 3-1 2, 3-2 1, 3 2-1
1-2-3
What am I doing wrong?

You have some duplicates!
The 1-2 3 result is the same as 2-1 3 and so on.

Bonus puzzle for the Boss to keep him quiet!!
Draw an 8 x8 square grid (64 squares in total).
Put A in Top left square (A1) and B in bottom row 7th square/one in from right corner.).
Draw a line connecting A to B that passes through every square once and doesn't cross over the line.
This was really today's puzzle but is complicated to describe - so I saved it for smartypants.

I was the same when I was stuck on 10. I could only think of ties for 1st place - forgot the ties for 2nd!
