Not plant pests or diseases, but two (maybe three) years ago tiger mosquitos were reportable here; this year I've been bitten by them several times every day since the start of the summer and this week we've had two cases locally of Dengue Fever in people who've not been to the areas of the world where it is endemic. It can be fatal.
The female lays her eggs just above somewhere where she anticipates water will sit at some point in the future, the larvae need only 3mm depth for 7-10 days to reach maturity, and neither heat not cold kills the eggs as they wait for the water to arrive!
