I've never actually followed instructions like those. I think they were compiled by scientists who have rigourously tested germination conditions, so that's why they are so specific.
If they need cold, I usually winter sow and keep them under cover outdoors, or stick them in the fridge.
Johnny Seeds are fairly reliable, and they just say to keep the seeds in the fridge for 5 days before sowing.
