Celery and fennel may sprout leaves but they won't grow bulbs'stalks as all they want to do now is to flower and set seed.
Leeks and spring onions are better. I harvest the edible parts whilst leaving the roots in the soil to regrow.
Memorably, I tried to root a Brussels sprout! It did root but it also stank - so don't try that one!
