The only reason you would want a fence would be to identify the boundary if it is not otherwise clear. Fruit bushes could be fairly cheap as cuttings. A mix of red and black currants (black for you, red for the birds), gooseberries and even rhubarb all as cuttings might do. They could go 2m. apart may be. Tayberries etc. could be added as and when Aldi etc. stock them. May be some Aldi/Lidl... fruit trees in time.
Depends how well you get on with your neighbour and what fruit you have elsewhere  though.

No that's a fair call, I'd say about 1/3 is knackered. If I did have to fix it I'd rather replace it all as it's pretty s***.

I'd be quite happy to have no boundary, hopefully matey boy will agree next time I see him.
