Cats make a toilet in my flower box

A friend with the same problem chops thorny blackberry stems into short lengths and lays them over the soil. His plants seem to grow in the gaps. A neighbours fence used to be very popular with local cats and squirrels. He attached the plastic spiky topping to it.
