Try to raise the netting so that the leaves don't touch it.

Do pigeons give up once the plants have reached a certain height?
How about invest in a bigger piece of netting.
Fair point Jen, this year is a learning curve but I'm also thinking about the perennial bits I have and the potential size they could get!
My perennial kale are about 5' tall - if that helps.

Originally sown in 2013 but the ones I have now could be from cuttings from the original.
